Thank you very much for this Service Manual, it helped us a lot to repair the M-4318!
...BUT: The parts list is missing and the free parts katalog on web isn't complete, so now we don't know the part numbers of the defect parts :(
We had to build them out of a working machine, and need the numbers to reorder the missing parts now.

When checking the voltage between connector the PWB assembly (Main) during whites washing ,Is the voltage 220 - 240V ~ ?

Replace the heater assembly.

When checking the voltage between two receptacles of the PWB assembly (Power) during washing. Is the voltage 220-240V?

Replace the PWB assembly (Power).

After power off, is the resistance between yellow wire and red wire of connector 10 to 30 ?

After power off, is the resistance of heater 10 to 30 ?
NO
Replace the heater assembly.
